Robert Rogulic is the president and founder of Tri-National, Inc., a nationwide transportation provider based in Earth City, Missouri. Under Robert Rogulic’s leadership, Tri-National has become a leading carrier that provides ground delivery services between Mexico, Canada, and the United States. Tri-National is a member of the Truckload Carriers Association, a trade group which advocates for the industry.
The Compliance, Safety, Accountability (CSA) initiative was started in 2010 by the Federal Motor Carrier Safety Administration (FMCSA). By increasing contact and accountability among commercial drivers, CSA aims to identify and eliminate risk factors and behaviors that can cause crashes, injuries, and fatalities. Though the regulations can potentially improve the safety of the nation’s roadways, the trucking industry has concerns regarding published safety scores. These scores rate a driver or carrier’s overall safety by the incidence of crashes, but do not in any way assess who was at fault in each crash. Therefore, crashes that occur due to the negligence of another driver can negatively impact the reputation of a driver or carrier. In response to these recent regulations, the Truckload Carriers Association (TCA) has been working on behalf of the trucking industry. In 2014, TCA, along with other transportation trade groups, submitted a request to the Department of Transportation outlining their concerns, and asking that the FMCSA make the scores private. Revisions and advocacy surrounding the CSA initiative are ongoing.
